Take-Two CEO Strauss Zelnick still will not say what GTA 6 cost. Asked at the Wall Street Journal’s tech conference on November 4, he said only that it was “expensive and it took a long time.” Rockstar has already denied the $1.5 billion rumor. Here is what is on the record, what is estimated, and our math on how many copies GTA 6 needs to sell to pay for itself.
Last checked on November 5, 2026. Official marks statements by Take-Two or Rockstar executives. Reported marks analyst and third-party estimates. Our math is HUDWire’s own arithmetic, with the assumptions listed.
What Zelnick said about the GTA 6 budget
Official Speaking at WSJ Tech: California in Napa Valley on November 4, Zelnick said: “It was expensive and it took a long time.” He added that Take-Two’s approach “sometimes is, in fact, really expensive,” but that “if we get it right—we don’t always—but if we get it right, it actually pays for itself and then some.” Asked how quickly GTA 6 would earn back its cost, he declined: “I never claim success before it occurs,” calling arrogance “the enemy of continued success.”
Official He also called the move to November 2026 “expensive and inconvenient” but the right call, and, without naming it, pointed to a recent “high-profile” release that “had to pull the title after shipping.” GameSpot reads that as a reference to Cyberpunk 2077.
Every GTA 6 budget claim, checked
| Claim | Who said it | Status |
|---|---|---|
| “Expensive and it took a long time” | Strauss Zelnick, WSJ, Nov 4, 2026 | Official no figure |
| Development cost above $1.5 billion | Analyst Michael Pachter | Denied by Rockstar’s Jennifer Kolbe (Bloomberg, Oct 2026) |
| More than $1 billion | Analyst estimates, raised by the WSJ interviewer | Reported Zelnick declined to confirm |
| Up to $3 billion, “most expensive game ever” | Online estimates | Reported no evidence |
| Cost more than Dubai’s Burj Khalifa | Viral comparison | Denied by Rockstar |
| Pays for itself “and then some” | Zelnick | Official conditional (“if we get it right”) |
Break-even math: how many copies does GTA 6 need?
Our math Take-Two will not publish a budget, so here is a simple model you can check. Assumptions: a $79.99 Standard digital copy, a typical 30% platform store fee, and no taxes or marketing included. That leaves about $56 per copy for the publisher.
| If the cost is… | Copies needed at ~$56 | Copies at $99.99 Ultimate (~$70) |
|---|---|---|
| $1.0 billion | ~17.9 million | ~14.3 million |
| $1.5 billion | ~26.8 million | ~21.4 million |
| $2.0 billion (dev + marketing, hypothetical) | ~35.7 million | ~28.6 million |
Our math Physical copies and regional prices pay less per unit, so the real number of copies is higher than this table. Ultimate Edition sales push it lower. Treat the table as a range, not a forecast.
What the pre-orders already cover
Reported Sensor Tower estimates GTA 6 had 7.71 million digital pre-orders worth about $751 million by November 3, roughly 74% on PS5. It projects about 25 million pre-purchases by launch, worth around $2 billion, which GameSpot notes would cover the development cost and most of the marketing.
Our math $751 million divided by 7.71 million is about $97 per pre-order in gross spend, well above the $79.99 Standard price. That points to a heavy Ultimate Edition ($99.99) mix and higher regional prices, which is good news for Take-Two’s margin. Full breakdown in GTA 6 pre-orders: the estimates.
How GTA V compares
Official Take-Two said GTA V made more than $800 million on its first day in September 2013 and passed $1 billion in three days. Guinness World Records put day one at 11.21 million copies and $815.7 million. If GTA 6 only matches GTA V’s first three days, its gross sales would already be on the scale of the low-end budget estimates within days (before store fees). Zelnick, by his own account, is not calling that yet.
What to watch on November 9
Take-Two reports its fiscal Q2 on Monday, November 9, with the call at 16:30 ET (22:30 CET). Do not expect a budget figure; Take-Two has never broken out one game’s cost. Do watch for pre-order commentary and the full-year outlook. Our Take-Two earnings preview has the guidance numbers. For what GTA 6 costs you, see GTA 6 price and the total cost with a console.
Frequently asked questions
How much did GTA 6 cost to make?
Nobody outside Take-Two knows. Strauss Zelnick told the Wall Street Journal on November 4 that it was “expensive and it took a long time” but gave no figure.
Did GTA 6 cost $1.5 billion?
Rockstar says no. Head of publishing Jennifer Kolbe shot down the $1.5 billion figure in a Bloomberg interview in October, without giving the real number.
Where does the $1 billion+ estimate come from?
From analysts. Michael Pachter estimated development would exceed $1.5 billion, and the WSJ interviewer cited estimates above $1 billion. None are official.
How many copies does GTA 6 need to sell to break even?
It depends on the budget and price mix. On our simple assumption of about $56 net per $79.99 digital copy, a $1 billion cost is covered by about 18 million copies and $1.5 billion by about 27 million.
How much has GTA 6 made from pre-orders?
Sensor Tower estimates 7.71 million digital pre-orders and about $751 million as of November 3, and projects around 25 million pre-purchases (about $2 billion) by launch. These are third-party estimates.
Will Take-Two reveal the GTA 6 budget?
There is no sign of it. Take-Two reports results on November 9 but has never broken out a single game’s development cost.
